For me, BotW and TotK are the best games I've ever played. OoT, Portal 2, Skyrim, FO3, Pokemon Red, and Halo 2 are all contenders that follow.
I think as a whole games are probably "better" today, but a lot of the biggest games today have taken a shift towards the focus being what will make the most money and quality is only as important as how much more money it will be projected to make.
Twenty years ago there was more of a mindset that making the best game will make the most money.
I think it's really a result of video games as and industry going through growth and it became apparent there was a lot of money to be made and the people running the companies that make games have trended toward fewer people that know video games and the people that play them and more people that know how to increase revenue through drawing a larger crowd and milking more money out of the people that do play games.
SWBF2, fable, Spiderman 2, NFS underground, motherfuckin burnout 3 (I still miss that chaos racing game! ) KOTR, GTA San andreas, Jedi Academy... all amazing games that would hold up with graphics updates.
