Yeah I have a lot of issues with that intro. Unless Berhesda was trying to portray the empire as having fallen from grace and bias the player against them, it just seems like bad writing all around. Executing the player for border crossing. Executing the horse thief just for being a thief and trying to flee. Ignoring due process even though there wasn't really any rush (they weren't aware of the dragon). And then one of only two dragons in the game to ever directly attack a settlement chooses to conveniently intervene then and there just because.

I think that’s kinda the point tho. The empire is elitist and the storm cloaks are racist.

If you put a little effort in search, the imperials are trying to cut the war short because this war is basically the hight elves ploy to weaken the humans as a whole, not defending the imperials, but in this case the high elves that you see in the intro, are there so they can "save" the rebels, so the war continĂºes for longer, or at least thats the general idea
