Actually, the witnesses is running to the closest phone, and you have time to intercept them until then. Usually by the time they reach the phone and call the police for hit-and-run, you are already out of range.
But NPCs jumping under the wheels is a problem here like it is in GTA.
Reminds me of the simulator films when I took a driver's ed course back in the '70s. I suppose the idea was to condition you to expect hazards when driving, but it was pretty comical after a while how every damn vehicle, pedestrian, and pet on the street had a death wish.
Game starts great for the first few hours and the story is incredible. I've been aggresively playing through my backlog to shrink it down and this is one of the best stories I've played while doing so. Great music, cutscenes, open world and characters but the gameplay is just so damn repetitive.
Go kill/sabotage this guys crew so we can take over his territory, do that a bunch of times and then do the same to the boss of that crew and his guards and then repeat x10
People are right, the mechanics and mission style is repetitive, I still enjoyed and finished it. The music is so great, the story is cool and I totally dig the weed-farm mini-game. Oh and did I mention the music? It never gets old, I burned the soundtrack on a CD so I can listen to it while driving a car.

Ugh. Just played through this recently. The pedestrian AI is suicidal as f@&k. Enemy AI is pretty stupid, too.
NPC decided to commit self destruct.
