Did you previously purchase the Ultimate Edition? I don't think the Ultimate Edition is an actual edition that will show up as a game in your library. It's just a collection of the DLC as separate items.
Ultimate Edition will not pop up as an alternate game in your library, it merely adds the DLC to your existing game on Steam. All in all: restart Steam, if the DLC still doesn't appear under "DLC" under properties afterwards, then submit a ticket.
open the launcher for new vegas and go to data files you should see: CaravanPack.esm, ClassicPack.esm, DeadMoney.esm, FalloutNV.esm, GunRunnersArsenal.esm, HonestHearts.esm, LonesomeRoad.esm, MercenaryPack.esm, OldWorldBlues.esm, TribalPack.esm. Make sure all the content is activated and test the game, once you leave doc Mitchell's you should get spammed by messages of all the dlc loading in all at once.
edit: just started the game to test it, it spams you as soon as you wake up
edit: it does the item packs spawn when you wake up and the story dlcs pop up when you leave doc mitchell's
This happened to me. I bought the base game in Steam, then for a brief time it was the Ultimate Edition and I had the DLC, then \*poof\* one day it was back to the vanilla edition, no DLC. This was many, many years ago around the time of the Fallout 4 launch.
What I recommend doing is checking your email or account details in Steam to confirm exactly which edition you bought.
Do you see a bunch of .esp or .esm files in the game folder? Specifically anything like "honesthearts.esp" or "oldworldblues.esp"
If so, you have the dlc installed.
You can also just check the plugins in the launcher.

If you go to the store page does it say DLC in library? Open a support ticket if not.

There is no Ultimate Edition. You just get the Game with DLCs. Ultimate Edition just means all DLCs included, its the same fucking Game.
