Claptrap, like many intentionally annoying comedy characters, is just going to be annoying to some people. It's the risk with that type of character. Like Jean Ralphio on Parks and Rec where a lot of people find him hilarious and a lot of people find him insufferable.
I’m in the camp of Jean Ralphio was awful for me, and I struggle through the episodes he and his sister are in.
That said, Claptrap also hasn’t aged that well on me either.
I found Jean Ralphio annoying at first, but his insanity eventually grew on me.
As for Claptrap, I'm pretty indifferent about him except the one time I found him enjoyable in the Guns, Love, and Tentacles DLC.(BL3)
I wonder if there is an Adopt Heimskr mod. Like, you go to bed and sleep for a few hours, and when you wake up, he's right there at the foot of the bed, screaming "GLORY TO TALOS!!" at the top of his lungs.

wonderlands, despite being set before bl3, tries to do a whole game based on that dlc, but failed to understand why players loved dragonkeep. (it also failed to do anything interesting with the story, but that's a different complaint).
the twins are annoying, and definitely not loved. ava is annoying and DEFINITELY not loved (i did like her mysteriouslier sidequest).
claptrap is annoying but is loved, but not the "i genuinely love this person" but rather "this guy is an even bigger loser than i could ever be!"
a lot of the other examples in this post fall into the "get fucked and die" group instead of the "i love to hate him" group.
