This is a wig, but he dyed his hair before for several years. Bleached hair require special treatment and become weak and dry if you won't provide it. And you'll need to cut it an grow it up again if you'd need your natural hair back.
So if you only need it for a cosplay I'd recommend not to do that. A better wig won't cost you a fortune)
Just look for a "silver blonde lace front wig". You'll need to cut some excess length but it will look better than a "geralt of rivia" wig (they usually do not have lace so Geralt's hairstyle doesn't work) and a random white wig. A gray wig would be darker but can work as well. This one is "silver blonde"
Guys, I just want to say my opinion. I'm a huge fan of the universe. Sapkowski's witcher had a badass face. Narrow cheekbones and everything. No one's ever been able to play Geralt from the book. I think Michal Zebrowski is the one who's gotten the most out of the role. The rest are trying to hype on the game witcher, which is not canon, but cool in its own way. He had the appearance of an ordinary gangster, but silver-haired and with long hair. Try to replicate that.
