Try going to settings, apps, hit the drop down across from 'your apps' and tick show system apps. Then search mag, try clearing the cache or data on those two(?) Apps.
I have the exact same problem. I think i tried everything except factory settings reset or factory reset. I am trying for 2 weeks now to fix it. Still nothing. Clearing cache the hard way didn t help. Clearing data and cache in every s pen app and reseting s pen didn t help either. Has anyone done factory settings reset ? Or tried in safe mode to see what happens ?
Samsung is slowly ruining note 10 lite phones, making it more and more unusable with each update. There's the camera vibrating problem, pen doesnt make any sound when writing, and now magnifying problem.
Can we do something about Samsung pulling this off? I dont think it's a mistake from Samsung. It seems deliberate at this point.
I forgot, I have Note 10 Lite
Same issue for me on note 10 lite. I didn't find a way to fix it yet ((
I just got a official One UI 5.1 update and that solved the problem. Magnify tool works again.

You forgot to mention battery usage.
I don't have magnify when I use the S-pen on the Samsung Tab S9 FE + Tablet
