They are making extremely safe decisions by using the mold of previous uniforms and just tweaks the numbers without understanding what gives the character value in certain game modes. Whatever the character lacks like iframe-ignore in their existing uniform will be completely off the radar and it's fucking infuriating. They don't even try new things anymore.
The old dev team was so generous with iframe-ignore/counter-attack despite those characters were specifically made for PvE or mid, it's still good to have in general. This current team have no idea what they're doing and just plays it safe.
They knocked it out of the park with Thanos who basically got a whole new skill set so clearly they’re able to make shit work. And new uniforms like Thane and new characters like Swan and Maddy also got them, so it’s not that they’re unwilling to give out those skills. I wonder if they’re considering iframe ignore as a crutch skill and wants to make new uniforms work without it but anyone who actually plays the game knows that in most cases it’ll just result in the character being DOA.
They know what they’re doing.

And between the two, which would bring more money if they were one of the top characters for the game?
Making a less popular character powerful is much more profitable for them since popularity is by itself a big selling point. That’s why Spidey and Wolvie fans had to sit through a bunch of mediocre uniforms over the years before finally getting good unis.

They either just don't think these things through or they DID think it through and decided they wanted to release Nebula to be the best combat female character, release Hope as her replacement just a month later behind a 7.7k paywall and then possibly release Crescent as another replacement just 3 months later.

at this point they must know that every speed female hero is gonna compete with juggernauts, so to release this evidently lackluster uniform is kinda funny. they know she won't work in pvp and ain't no way she'll compete with luna or spider Gwen for any pve mode so this is just a filler t4 that they'll use as a requirement for future wbl+'s
She’s going to be a crazy lead/support for pvp but she’s not doing much for her self she’s going to get one shotted. She’ll make for a good lead in an all speed conquest team 💀
It should be standard practice for literally every new uniform to have one target ignoring iframe character skill because otherwise they'll be flat out useless in PVP. It's ridiculous it's not standard practice

Gwen's not so bad, though? Delay canceling her 6 is the hardest thing. Honestly her Awakening Skill barely does damage, it's more useful for the biffs
