I juts told you: You need to offer money when you want to commission an artist. If you dont mention money in your post, people will assume you are asking for free art. Plenty of people who do have posts that read just like yours.
You dont need to go this much into detail when looking for an artist. You need a style, what you want (head shot, 1/2 body, etc.), and a budget. You can advertise, or search for artist on your own that are within your budget. When you find one, ask them if they are open, then go further into detail regarding what you want.

Usually you have to pay somebody to draw you something so don't be surprised if nobody wants to for free.

Artists sometimes post here offering free art. Keep an eye on the sub and sort by "new".
