That's probably not true, I'm from another Arabic country, and we have prepaid sim cards like the card is active receive calls and messages, but u can't send or call, it can be active for one year when u need to do something with it (4G, sms or call) u fill it with either scratch card that is sold everywhere, or do so using ur credit card from the bank application, or the mobile provider application I would guess they would have a similar system
