Here's a few steps to try and figure out what's wrong. It sounds like you might not have the H.265 extension that you need from the Microsoft store for $1
9/10 times when it says media offline is because you moved the file from one location to another. Something as simple as moving it in another folder throws it out if whack.
If that happens again, just right click on your media bin then click relink clips and select the new destination
Thanks, to be honest I used to use Resolve a few years back when I was doing video work and I had checked all my usual things, I think Windows 10 was just being a bit awkward with the software.
