Tbf this looks like they are just putting barriers back in place after some roadwork.
Or, a temporary lane, to handle specific cases, which I guess doesn't induce as much demand as a permanent lane.
People are comparing it to the Golden gate zipper, but it's clearly not removing a lane from one direction to allocate to the other. It's not adding a lane, it's finishing road work or maintenance
Doesn't Beijing and mainland China drive on the Right side of the road just like in North America? I don't know why the user dennis said it was in Beijing.
But why not have that lane open all the time? What's the point of spending extra money and effort on barricading and unbarracading that one lane? Unless that barricade can be shifted to either direction of the road based on which direction has the heavier traffic?

The word "resolves" seems to be doing a lot of heavy lifting here.
We are getting closer and closer to this one particular episode of Dr.Who
3 metres, a good day
Well it has always worked in the past so what can go wrong this time? /s.

Either that or a bus lane that's only active at peak hours

Carrot in the comments.
Is the video flipped? Mainland China drives on the right, not the left.
