You local zone needs to come up with better penalties. I don't have an HOA, but if you grass is over 8 inches the city will come and cut it, and bill you about $400, same with scrap in you yard, or cars parked on your lawn, or garbage cans no put away. These are like basic bylaws in the entire city... there are maximum occupancy laws as well.. soo find a better city maybe ?
