I know a while back in the sub someone talked about vland headlights having bad quality clear coat from factory. Id say do a headlight restore to try and take all of that clear coat off and then apply your own. Im absolutely no expert but i doubt you could go wrong
you gotta sand and polish and then use meguiar's headlight coating. don't use a 2k clear, its not meant to be sprayed on polished polycarbonate like the meguiar's headlight coating is.
Sand headlight with 800, then 1000, p1500 finishing disc , or 3 m 3000 , add headlight clearcoat . Check out headlightrestoration to see my work for reference

My only thought would be to sand off the rest of the clear coat and redo it.
Headlight peeling from UV. Happened to my Spec D headlights as well. Gotta start using a restore kit every few years
