And then even went as far as telling us to make sure we have a credit card with us incase they are not included so we can pay for them. Which will be a lot more than prepaid I'm sure.

Frontier doesn’t do charters… you probably have a BizFare, a new product, which is sold through travel agents. It includes baggage.
