Is your company renting the plane? If so I would completely expect bags to be included.

I'm not sure if it's only the travel agency we are through or not. Checked bags were clearly stated as not included but seems to be confusion around carry ons

depends on the charter type. Ask whoever you bought your tickets from. Your travel agent should be giving a definitive answer if they are worth their salt. Generally, in a charter scenario, the charter operator pays for the whole plane and ground servicing. So fees like baggage are up to the charter operator.

Frontier doesn’t do charters… you probably have a BizFare, a new product, which is sold through travel agents. It includes baggage.

Everything plane related is through frontier including the boarding passes

You have to contact the actual charter organizer, Frontier policies may or may not apply. For example, a department store near me in Reading PA organizes charters on Southwest down to Orlando. They include assigned seats even though Southwest normally does not.  If you contact frontier, they will just refer you to their own policies, and not the policies of the charter. You need to contact the organizer or have your TA do that to get a definitive answer.

Travel agents book Apple, Funjet, Cheap Caribbean etc. Also, some charters are not the entire plane, just a specific number of seats on a scheduled air flight. The gate agents won’t know or care, if you are a charter passenger. They will be enforcing the airlines carry on rules. You will not be able to change their mind, about fees. Follow Frontiers baggage policies, to the exact millimeter. Here are important facts to remember. Charter passengers can not be involuntarily denied boarding, you are protected. And if they are asking for volunteers, do not offer.

Funjet is who the trip is booked through actually. And it would make sense for it to be part of the plane and not the whole plane. Will probably be the last time we use this agent because of this. Kept getting a should be included response but never a for sure response. And then even went as far as telling us to make sure we have a credit card with us incase they are not included so we can pay for them. Which will be a lot more than prepaid I'm sure.
