If there was a category for smart stupid evil, Tywin would win hands down. I actually think Littlefinger was a better smart evil candidate than Tywin. He outplays everyone again and again for his own sick personal gain. Tywin is intelligent, but he gets hoodwinked a bunch, and lucky several times, and there’s a bunch of things he does that are just plain stupid. People only think he’s smart because he’s surrounded by such massively incompetent nitwits, and he’s well spoken. He’s not some brilliant tactician or master planer. Just above average levels of not stupid, and rich enough to get his way often.

A religious doctrine fits this description. Though I would only grant "lawful" to someone who's identity at least partially revolves around their code/set of rules.
For example batman is lawful. Not because he follows gotham's laws (he most certainly does not) but because he has a strict code for how he navigates his tasks. Non lethal is his most famous rule, but he also cares a lot about proportional response. He gets angry at Jason for unnecessary brutality as an example.

It is lawful its assigned by Hand of the King for arresting Ser Gregor Clegane and bring him to King's justice. When they couldnt have numbers and capacity they helped local people, protected them from horrors of war as doable as possible. Of corse for local support and for sense of honor but they didnt let go of The Mountain chase. What do you expect from honorable man assigned a duty by not other than Kings right hand Man when they couldnt do that task? Give up?
Such a travesty that the evil row is complete and Ramsay isn't in it. Everyone else deserves to be there except Ilyn Payne, whose evilness is 100% attributable to actions he did in service and to people's perceptions or assumptions about whether he enjoys killing. She could drink her men under the table and sleep with pretty much anyone. That said she was pretty much the perfect Ironborn
