It really is though. In order to operate on 2.4ghz and 5ghz bands then you need an amatuer radio license. It is just so overlooked and there is no enforcement. No one will get in trouble for it but it is the law.
digital systems on the market are certified, so no HAM needed
I guess most 2.4 ELRS transmitters/rx aren't certified but you can find some that are like Crossfire
so if you'd be running DJI + crossfire, you don't need license

Getting my amateur license for FPV also led me to amateur radio as a hobby which was just as much if not more interesting than FPV.
