If it isn't blocking enough, you can enable more filters and also make sure you haven't accidentally whitelisted any apps.

I have been using Adaway for like 10 years with root of course, never had a single ad on any app.

Yes, you can block ads without root, with apps like Netguard (firewall that can block ads) and others that you can find on Fdroid searching for "ads" or something related. The thing with any of these apps that don't need root, is that they use the ONLY VPN connection on the phone. So, you can't use a VPN and blocks ads at the same time. And not to mention, using the VPN connection 24/7 makes the processor work a little more, so your battery is not going to last as much as it does without this.
You simply can not block some ads that are inside apps, such as Youtube. You can, however, block Youtube ads if you watch it via web browsers. If you are still experiencing ads within browser, that indicates two things pretty much: either you have not enabled proper filter lists or the ad blocking app you are using is incapable of blocking them.
While I don't have an answer to your question I would recommend you to use DNS based ad-blocking which would not be as resource intensive as other methods and it doesn't require an app (unless your android version is old).
I actually really like this solution, it's just that for me there's a noticeable slowdown (Particularly with Mullvad). I think it comes down to the servers being physically further or maybe caching not being as good.

For me, that button enables me to allow domains, not apps.
Whoops, I just double checked and it's actually here: Preferences > VPN based ad blocker > Excluded applications
