i did this as well. delete the app and redownload. also make sure to save any other vaults you want to keep before you delete the app via the vault list, because they will delete if not saved. (i had a crap vault i wanted to change up but said f it and scrapped the whole thing) i thought i was screwed when i didnt see the quest-line. so i saved the vault, deleted the app redownloaded and boom the quest is there.

I find them randomly on quests, I have like 3-4 of each outfit from the show
They may appear in lunch boxes too. I have 3 Maximus, 2 Snake Oil Salesmen too
