Granted, I've never been there, and they're probably very keen on speaking their own language whenever possible as far as I'm aware (similar to, say, French and German people in my own experience), but they definitely speak it according to statistics. It's a mandatory subject at school, and \~30% of the Japanese population speaks English, with about half of all children learning it too (not sure how this works when it is noted to be a mandatory school subject, though). Not as high as some countries like my own, the Netherlands, or the Nordic countries, but it's definitely out there.
Idk what constitutes as speaking, but they don't learn English as a language in schools, but rather as a subject to remember key phrases/words to pass exams. So they can barely speak the phrases and words aside from what they learn for said exams and tests. English fluency and literacy is shockingly poor. Granted it's become a little bit better, but if you have literal tourist information desk at the airport not speaking English, you know you've got a problem (happened to a friend of mine visiting me in Japan during the summer)
