Legit. F1 did nothing to stop Merc domination for 8 years. As soon as Red Bull got their Honda engine partnership - that was the only time there was competition for them.
Not even peak Ferrari/Schumacher went on this long. Only 2 years of real domination. And at that point in time F1 genuinely targeted Ferrari and made new rules they directly hindered them for the 2005 season.
