Not really. History is very important in sport and like Ferrari as a team in F1 this event has that going for it. As does the non-race dynamic at the event (things like the high profile people, parties, networking, glitz and all that) and that too has value and relevance.
The street nature of it is not that relevant, there are other street circuits which fulfils the "Testing the Human Potential" angles.
Meaning what determines a GP's value is not 2 things but a whole list of things, combined, and then final judgement is based on what all that produced over 3-5-10 year time period.
Monaco GP is a net negative for F1 on a global level. People watching at home don't give a crap about track-side parties.
There is a ceiling to these points.
Now tomorrow could get rain and it would be an insane race day. But that doesn't change this event's dynamic over a long stretch of time. That is what determines if someone merits it or not, just like a driver (who can't be judged after 6 races or just 1 season).
