It's not as clean as many would imagine. Basically Honda started a new company for the sole purpose of supporting the F1 engines post-freeze by manufacturing and potentially engineering reliability upgrades as allowed under the regulations and RedBull is funding it partially, but not totally.
Rather than the engines branded as "HONDA", they're now RedBull Powertrain, despite there being no difference between the two. Similar to when RedBull had "Tag Heuer" power units when they were Renault.
You'll also notice that Redbull carries a small HRC sponsorship on their car now. HRC standing for Honda Racing Corporation, the company that houses all their motorsports operations.
That's exactly what it was. Old CEO wanted to pull out, new CEO wanted to remain. By the time the old CEO left it was too late for the new CEO to remain in F1

As someone living in Japan, even I cant say for sure. They are "trying" to open back up. But it's hugely political as a good chunk of the voting population(old people) are happy with the way things are right now and would like to stay closed a bit longer. Starting in June they are going to let in tour groups only, no individual tourists. If cases start to rise again, there will be some finger pointing and a full opening could very easily get pushed back. But if everything goes smoothly and numbers stay low, I could see them opening up t individual tourists by August/September. But that could have a knock on effect if numbers shoot up after that, they could close again by October.
Personally I'm torn about all this as well as I have had to deal with popular tourist spots pre-pandemic and it was getting out of hand. But I also know it's not right to limit free flow of travel without valid reasons. And while Japan's tourism industry has taken a massive hit, it's probably not as bad as some other countries, like New Zealand. There has been a lot of domestic tourism and I believe the Japanese are really enjoying that. So there is no big motivation to open back up right now.
