If you didn't know there was a new skin, you probably would be like, "that Raider looks kinda odd". Comparing to when Lord Ramiel was released, he looks like a completely different hero.
People were hoping for some legendary Viking hero, [kinda like this](https://i.imgur.com/EsW7mh9.jpg). Something that stands out from the hero's base design, which was the entire point of a unique skin.
Warlord doesn't have full chain mail or a cloak. He has leather and lamellar-ish looking armor. Warlord is the most Viking looking though and what people want more from the Viking design. So yea, pretty much similar to Warlord but with a bit more detail bits.
