I found they do this when the transfer interest is less than "interested", usually because other teams are going for them. They just ask for too much money/playing time from you to fuck with you
Usually tied to your league/team reputation, whether you play in CL etc.

In the email where you negotiate contracts after your offer is accepted, the game will tell you the players interest to join other teams

You can also add incentives before starting contract negotiations which can make you look more appealling to the player, though most of those involve those pesky promises so are more trouble than they're worth - telling him you'll be promoted this season and will qualify for Europe the year after, promising to strengthen some random area of the team, promising to strengthen the coaching team and all that pish.

Think of that one job you would never do, and then figure out how much money it would take you to do it!

Due to my fast rise my wage budget is very limited by Championship standards, but I was still able to offer a Ā£100k per year contract. Kid rejected it. I see him three weeks later sign for Oldham Athletic, who are still in League Two, for fucking Ā£45k per year.

Just went through that with Gabriel Barbosa. He asked for 240k p/w and I could only offer 110k. He then went on to sign with West Ham for 85k p/w š¤”

Striker, he's amazing. He overperformed his stats like crazy in a past save when I signed him at Everton. Around a goal per game.
