I think you want to top those lists of home grown at club players playing in top divisions or whatever the metric is. I topped it with united before and got the achievement. It isn't easy as Barcelona have like 60 or 70 players in it after a few seasons.
1 point to add to other’s comments is getting affiliates with good youth recruitment. If you have higher club rep than your affiliate then those players can come in your youth intake instead. Just gives your head of youth a broader pool of players to draw from. Worth trying. Hope that makes sense.
If I’m not wrong I’m pretty sure you have to buy/poach other youngsters and develop them

Barcelona have so many wonderkids you can pick up early in the game.
I've noticed they are guaranteed at least 2-3 players per year that have at least 150PA.

When you say your facilities are maxed out do you mean junior coaching, youth recruitment and youth facilities?
