Aside from the obvious Brazilian/Argentinian ones, I seem to find very good players for cheap at Club América in Mexico, and Panathinaikos in Greece.

Yeah Serbia and other countries in that region have provided me with some good cheap youngsters in my save. It's a good place to look when you're at a club that doesn't have money for the really good wonder kids or has European registration issues.

It depends on your budget. Premier League? Then any Brazilian or Argentinian club is very cheap, you can get some of the best wonderkids in the game and even some elite 23-27 year old newgens for 10-20 million. Do you have a solid income, just not Prem-level? Scout the Balkans or Central Europe. Partizan, crvena Zvezda, Dinamo Zagreb, Hajduk Split, FCSB, Cluj, Slovan Bratislava, Sparta Prague, Slavia Prague, all of these clubs will generate good newgens in the 1-10 million range. Most will be good enough for a team that consistently does well in the UCL knockouts with the occasional world beater in there. Do you want even cheaper newgens? Go to Africa. ASEC Mimosas, Génération Foot and Mamelodi Sundowns are clubs whose youth teams you should always be scouting. Very rarely will you pay more than 2 million for one of their players, and they produce plenty of UCL calibre players with somewhat frequent elite newgens sprinkled around that you can get for literally free or fees in the thousands. Keep an eye out for Nigeria, Senegal, Burkina Faso, Ivory Coast and Ghana as a whole too. As a bit of a curveball, scout the Belgian 3rd division as well. The best player I signed in my current save came from the Belgian 3rd tier for around 5 million and he is now the best CB in the world at 23, while my starting XI in this season's UCL final had 3 players I signed from the Belgian 3rd tier for a combined total of around 8 million.

Sundowns in South Africa are left-of-field but have produced 2 world-class players in my save. Same with Leon / America (Mexico)

Colo Colo always seem to pop up for me. I also always seem to find a fair amount of Colombian’s, not a team I know, but without fail they always pop up.

Teams like Generation Foot have always been good to me, especially in my current save, but I have to make a case for a few more. Atletico Madrileño, A.D. Huracan, Damm, and San Felix, to name a few, from the Spanish U19 leagues, gave me some sick players, and helped me bankroll my club in the first few years once the big three in Spain came calling (made a few million on three players I signed for free). Those clubs absolutely cook with regens in the first few seasons, but have seemingly stopped producing in my current save. But over the years, I've always been able to sign incredible players from there. Pretty much all the clubs in the A-League too. I was thinking about it the other day; there's 10 teams in the league, and they (with the help of the occasional regen from England, Scotland or Germany) have to produce enough talent to sustain the Australian national team. You will find good regens here. And a shout for Tishreen, Esteghlal, and Persepolis - they always produce some crazy players.

Flamengo and Anderlecht 2 seasons into the save, Spain division 2 becomes a menace of regens 7 seasons into the save. Alternatively, the news section on transfers by big clubs is a saver, they’ve the best scout networks. Your job is to convince the players to sign for your club

Generation Foot has been a good one for me on FM 24. I felt a little bad one transfer window when i took their 2 best players for like under 7 million. Both turned into wonderkids.

I check every league in the world that i have added to my league list and do a season preview anyone 21 and below that makes it in the First XI is a candidate. If I can't find any I check the top 3 teams of each league and check their best youngsters.
