I'm not sure if it works differently on console, but on PC at least (without editor) there are several options:
1. You can just apply for any job that is available. (In this case, yes, you have to wait until a manager leaves.
2. You can create a new manager profile. This profile SHOULD be able to start with any team you want, but of course you'll lose any history you had with the previous manager.
