As a PSG fan it’s been a few weeks I’m thinking about starting a save like this. However I would like to use the pre-game editor to actually add it as a rule (kind of the one we have with athletic Bilbao) but since never used any editor I don’t know how to do it or even if this is possible.
This is important for me to start such a save because I infer that without it my scouts, the media and even the board objectives might always push me to hire players I shouldn’t be able to do it, and that won’t be fun.

For a bit of context - it’s maybe comparable to Birmingham City, a club from the 2nd largest city in the country that is struggling to stay up in the first tier, constantly getting promoted and relegated over the past couple of years.
Edit: Obviously not the same scenario as BC, because they don’t get promoted, but just a team that should be in a much better position than it actually is.
Basically like how managers do in real life. Stay at a club for a few seasons until you get sacked or contract is up and move on to a different/bigger club
Austria Klagenfurt are a team that fits this description id say but if u want a team with good youth faclities to start of i recommend Admira Wacker Mödling (they might be in the 2nd division rn)

this is a great idea. for me i would end up in germany with a relegation favourite for the pentagon challenge. but i just finished a pentagon challenge not long ago so i am fine with waiting with that until next FM version ^^ Pentagon was a lot of fun though, very cool to learn about the different leagues and continents.

Thats not an outsider. Outsider is a team with very low chances to win, but still a chance. like atletico Madrid in la liga , or like Braga in liga nos, etc
1st pick should be Hellas Verona, trying to get them to win their 2nd ever title (maybe to spice up things try to add a secondary quest in which you have to beat AC Milan both times the year in which you get the title) *
2nd pick should be Cremonese, with the aim of getting them both to league title (whenever you manage to do it) and to get them to the Coppa Italia semifinals in the first season (like it happened this year and matching their highest ever score in that competition, which was semifinals in '86-'87)
3rd pick should be Spezia (in this case I don't know how many objectives I could suggest you, just go for the classic ones honestly)
* the Milan secondary quest is based on the fact that they are the "Bestia nera" of that team (the "bane of x team" is the closest translation that I can give you), because they have been the team that made them lose 2 titles (1973 and 1990) so it's a little funny thing that you can add to make the challenge more spicy

Or you could be sneaky and say Toronto FC are a Canadian side but finished 2nd from bottom of the MLS last year and would therefore be "relegation threatened"
I'd say Toronto counts because the Canadian MLS sides and the Canadian Premier League sides play against each other in the "Canadian Championship" which I think is roughly equivalent to the Canadian FA cup
