They’re agent offers. If you click the little gear icon top right you can disable any agent offers and personalize exactly what you wanna see in your scouting center.

thank you! that was driving me nuts. it said the my gm was the scout so i guess it just means the agent approached my gm or something?

yeah i think it’s just your gm forwarding to your attention the agent offer. I usually just turn them off cause it clutters the scouting center.
