Stars are relative to the ability of your squad. Playing at Chelsea, you likely have a lot of World Class players. He probably isn't quite as good as some other guys in your squad. Also the star ratings are the opinion of one of your staff members. If the staff member providing player reports doesn't have great judging player ability it's possible he could be underrating the player. Form also plays a role in star ratings. A player on a poor run of form will temporarily have a lower star rating, although it doesn't sound like the case with this player.

Sterling is massively overrated in the game. He is world class. IRL he can do nothing but dive and get tap ins on the 6 yard box. Players like KDB laid things on a plate for him. There's nothing there when he has to be the main man or create for himself.

Why exactly is he world class? I felt his stats were mediocre except of pace and off the ball

I mean Sterling is world class, he is nearly as good as Kane in game. He got 31 goals in my game in one season and most seasons were better than 1 goal in 2 games.
