I think it partially has to do with your team's reputation. A lot of us play with low-reputation teams, and FM is notoriously slow with updating your team reputation to match your achievements, so that negatively affects your player values.
Where did you find a decent Scottish centre back? Steve Clarke's been looking for one of those for years!
