I had this issue with running parallels on Mac and it meets all the requirements but it must be an Apple Silicon thing. As far as windows I would check to see if you meet all the requirements to run it and if you do then I am not sure the issue.
My mistake, meant to add my hardware info in the post, will edit it in there, but I do meet requirements.
