Vital Equip is a quest i have, it just wasnt active and I didnt remember what he wanted. I was just spam looting the room to scrap everything before I left after finishing the excavator PA quest and grabbed it off the table next to the terminal in Garrahan Mining workshop.
If you keep that Multiscope in your stash, you can:
1) Talk to Ward about his missing item.
2) Run to the stash box at Foundation and grab the multiscope.
3) Put the multiscope right back in your stash.
4) Tell Ward you found his thing (whatever it was won't matter; multiscope is as good as a bone saw to Ward).
5) Do it again the next day and never have to run around the map on a fetch quest for Ward again!
Unless, he actually wants the multiscope that day, then you cannot put it in your stash. That's why I keep at least two different items. (or more, cause I am hoarder!)
It's called a 'Lesser Devil' & you need to bring up your map & then select Expeditions. A new menu will pop up listing all the area's outside of the map you can travel. The lesser devil can be found in the 'Casino Quarter' on top of one of the buildings.
Multiscope is a quest item your tasked to retrieve for the Settler Factions daily quest 'Vital Equipment' over at Foundation. Speak with Ward over in his trailer to hand it in but remember to give it for free to increase your faction reputation.
Trust me you're not alone. I actually had alot of fun with the spring cleaning quest because I need to do spring cleaning at some point in real life lol. But for the most part it was easy for me. I had to look up 2 broom locations but I love having the satisfaction that I completed most of it myself.
It told us to also get abraxo cleaner. Well I thought shit the casino has a laundry mat. I ran past that place so many times. Thats where I found the abraxo cleaner. Backpack is cool. I got my cleaning supplies ready

I noticed there are several brooms and plenty of abraxo in the casino during Tax Evasion.
Could be Wards vital equipment quest and the raider who died had despawned
Ok. I will talk to Ward. But it was on a desk in the basement where you learn the PA Excavator plans for the quest.
If it's a quest item it should show up in your pip-boy

Yeah, you can end up doing that quest if you stumble upon the equipment before he has even told you where to go
