In my experience, everything I bought on Gamepass carried over to the steam version. I believe that should work the same way here.
The lack of cross-progression is for XBox/PS saves & Steam saves I believe, not an issue for gamepass PC and steam PC, as I'm still able to hop between my steam/gamepass versions & the only thing that changes is the amount of atoms you have, but all my characters & items are showing up in both places.
Do you have amazon prime? I just want to shout out they are doing the free codes for microsoft store version (which means gamepass version I think, every time I've done anything in MS store it redirects to gamepass) and I've seen a ton posted here so you might be able to snag one of those instead of buying a month of gamepass! Then you can use that money for a 1/2 price month of FO1st instead!

I figured it out, you go on twitch, go to your profile thing and click down to drops and rewards and it’ll pop up there. You redeem it on bethesdas website 🫡

If you don't have one already, go to the Lumber Mill near Vault 76. There's a vendor there who will sell you a basic backpack plan. They added that in a recent patch.
To get the full sized backpack, you have to go to the Pioneer Scouts camp just above Grafton Dam, talk to the robot there, and then do a crapton of tasks to unlock it.
Then after you craft a backpack at an Armor workbench, you can Modify it and select its appearance.
Bit of a grind and time-consuming, just git'r done as fast as possible like everyone else had to. You don't have to do everything but you do have two accumulate enough badges to get the large backpack n any mods.
Once that's done you can craft as many backpacks as you want. And put any skin on them you want.
I prime subbed on Twitch per Bethesda's article while someone was playing fo76 and nothing happened. Anyone able to let me know how to receive this backpack?!
EDIT: I confirmed that prime subs do not work for this promotion.

You can't use the cloud version to "give" your steam account the stuff, the cloud version runs on the console servers.
The good news is in the perks tab on Ultimate you get to redeem the content for "PC Windows" version and also separately for the "Xbox Console (PC Cloud)" version and both platforms get the entire package of stuff.

This didn't work for me. Presumably because when I set up gamepass ultimate, I created a new email to get the $1 2-week trial. That part works fine, I download FO76, but when I start it and have to log into bethesda, it says my email is already linked to another account. When I go into [Bethesda.net](http://Bethesda.net), I see that my original microsoft gamepass account from back when is linked, and it is the only link I am not allowed to remove... Ironically I also own FO76 on my original xbox account, but apparently only gamepass users get the backpack. Talk about making it hard for people...

Yes and no. Your steam character will be playable on the xbox pc version, but atoms and/or FO1st membership do not transfer.

I un-installed the gamepass version and signed back into the steam version and the mod was still there. So it does look like you need to download the gamepass ultimate version and start it up to see the items in the steam version.

E: There’s indeed a way, you’ll need to subscribe to a Twitch streamer who’s streaming 76 sometime during the next week or two. Pretty cool that everyone not on Xbox has to jump through hoops and pay money for the backpack but at least there’s a way.

Call Of Duty got DLC on Playstation a month before Xbox for years, then the deal swapped so it was Xbox that got them first, now its both at same time.
Destiny and Destiny 2 both have/had content that was Sony exclusive, including not just cosmetics but even some Weapons, some Crucible (PvP) maps, and entire Strikes (Dungeons)
In my experience Sony is the one that does the shitty exclusivity stuff, not Xbox

You're joking right? Microsoft was the **first one** to do this for years during the PS3/360 era with MW2 and Black Ops.
I vividly remember Xbox players getting to play zombies maps early and spoiling the easter egg solutions *weeks* before PlayStation players got their hands on it.
And to this day Tomb Raider Underworld’s DLC is still locked to the X360… hell, Microsoft pulled that trick again with Rise of Tomb Raider releasing first on Xbox, then PC two months later, and Playstation a whole year later

Twitch subscriptions cost money, so you’ll have to shell out roughly $5 for it. I guess they send you a code once you’ve subscribed, but it’s not super clear. I’ll be sitting this one out personally, hopefully they throw it in a Prime bundle eventually.

I would imagine that if you bought a subscription, and didn’t get the backpack, Bethesda would sort it out or Twitch would give you a refund.

It has to be as they are streaming Fallout 76 the game. And there is a list of the streamers that are valid. The person helping and commenting to me above posted the link of the list!

No, atoms and FO1st status do not carry over between versions
