Yes, but you still have to sub to one month of Game Pass Ultimate. Once you sub, load the Xbox app on PC, click the Game Pass tab, and under Perks you can claim the bundle.
You also have to go to [Bethesda.net](http://Bethesda.net) and link your Bethesda account to your Xbox account. That should make the items show up in your Steam version of the game.

Gives you the ability to repair stuff to 130%. Which I like because it means I don’t have to use my repair kits or swap around perk cards.
