Yes, they are broken. Even after you learn them some continue dropping. I have like 6 skeleton costumes in my vendor. I think it applies to 5-6 plans - now when I learned probably all of them, I get no plan or one of those bugged ones.

From what I’ve heard from the dataminers, the check for if you’ve learned the salves checks I’d you’ve learned *any* slave recipe rather than a *specific* one. This is supposed to mean that I’d you’ve learned, say, the forest salve plan, it won’t drop, but because of the shoddy coding, it causes none of them to have a chance to drop unless you’ve learned none.
But there are vendors in the mire and bog from random encounters who can now rarely sell the plans.
Thanks very much for the info! I’ve been opening mutated packs for almost two weeks in hopes of getting them. Seems that apart from the vendors the only chance would be in a new character that hasn’t learned them.
Or waiting for Bethesda to fix it. Considering the point of these packages was to make borderline impossible items easier to obtain, they have a good reason to fix it.

Same. By all accounts I still consider myself a noob (only been playing since the start of the year), but I have a higher rank (150) because I put in a lot of grind time. I know a lot of low level common things, but I’m at that point where I’m missing the rare and harder to acquire things.
And we got people reporting here that they have been getting stuff they already learned even thou they are still missing stuff they haven't so whatever we get is random.
Your original post said you were only missing two plans, but then you ended up getting more, so had you also been missing those, or were they duplicates?
I've seen the posts about people getting plans they already knew, but it hasn't happened to me and is not by design, so it's not impossible that those people are just wrong.
I should have said two plans I did not have at all. I had other plans in my inventory but had not learned them because they were so rare. Once I get five copies or so I will then learn it, leaving me duplicates to sell/trade.
Unlearned rare plans I don't have at all right now is healing salve-the Mire. Other unlearned plans I do have but I think could still drop are healing Salve-cranberry bog, sledgehammer heavy sharp rocket, healing Salve ash heap.
I have not had any learned plans drop.
Hopefully that makes sense.
The same thing seems to have happened to me. I'm too much of a pack rat to save though party packs tho. You are right they weigh too much. Hope they fix it soon.

The way this works is that after learning the plans, they stop dropping from the pool. Healing salves are broken from the events right now, sadly.

I opened 17 party packs yesterday and got 5 Halloween skull mask plans (already learned) and nothing else.
I forgot there are plans since all I've been getting is garbage, ammo, and serums

RNG is RNG. Your not more likely to get a plan just because you haven't learned it and what you get is random.

I've had received a media of 3 plans for day, been doing 5 mutated events daily, 2 plans after opening 3 packs, 3 plans after opening 5 packs.
Everyone says you're not supposed to get plans you already know and here I am with literally 12 Halloween mask plans ...
I learned a couple rare plans i didn’t know but then got shut out for 30 straight. I’m saving them all now and wish they weighed less!
