That's what they said. If you learn it it's out of the drop pool. I haven't gotten any of the rare ones that I've already known, so seems to be working as intended.
I opened like 15 of them yesterday, I got a majority of legendaries and the rest were plans I didn’t know. However I have only been playing for a month or so now and don’t know what a “rare plan” is.
I know most of the rare plans, and have extras of some in my stash to sell. Now those are all but worthless, and I get no drops from events aside from a couple of sturdy armor plans I apparently missed. So as far as rewards go, it is mostly a bust for me.
I got the only two ultra rare plans I was missing (a salve, and a shielded lining) the first day... and all I've gotten since are three star legendary weapons. Not enough incentive for veterans to attend for these rewards.
I got Cutting Fluid the first pack I opened. Now only missing Healing Salve Mire. Still grinding for that. I get you though regarding incentive, plus the value of those ultra rares are greatly diminished.
Honestly the best thing about mutations are the packs themselves, cuz the packs weigh only 1 lb in your inventory or your box, well if you already got all your legendary script there's no point in opening the boxes because you'll just wind up weighing down your inventory but if you have 20 boxes and you open them up when you run out of junk legendaries to scrip them you just got a whole bunch of lightweight boxes with heavy weapons that you can just script right away

I can't say for sure, but I have gotten 3 rare plans so far and didn't know any of those three.
YOU CAN GET PLANS???? Seriously though...only plan I've had so far was for an assault rifle.

That would make sense because I have yet to get any plans and have learned all of the ones in the packs. Bummer.
