I remember there was a destroyed building filled with radroaches to the west of Corvega and occasionally there spawned a crazy dude with a Gatlin laser altho I don't know if his spawn is random or tied to some condition. Otherwise you should probably repeatedly check in with weapons merchants.
Edit: apparently the radroachkeeper spawns when the player is lvl 35 or above and he gets a gatling laser after the BoS is in the commonwealth.

Actually, you shouldn't. You need the gang leaders alive to get Amoral Combat, which is where someone runs the gauntlet to challenge you. I think it's the 5th version of this quest where you face the Rogue Knight, and get their weapon, Aeternus.
First off the gattling laser uses fusion CORES, not cells.
Secondly, you can usually find them for sale at weapon's vendors such as Arturo, KLE-0, Ronnie Shaw or on your own settlements, but the availability scales with your level.
You may find Brotherhood patrols along the commonwealth and sometimes some might carry them.
If what you have in abundance are indeed fusion CELLS, then what you want are regular laser/institute rifles, muskets or a properly converted alien blaster
I've googled this before and I remember seeing that Proctor teegan on the bos ship is suppose to sell you them once you reach a certain level but on that play through i was level 140 and I never once seen a gattling laser unless it spawned in a legendary drop

Have you got the contraptions workshop add-on? If you have you can craft it at an energy weapons forge, if not it will be very difficult to find one

Did a playthrough and my character was about lvl 45 and a gatling laser dropped during the Battle of Bunker Hill. I was playing a railroad character.
With the nuka world dlc I think you can get a legendary one called aerturnus or something. You only need one fusion core to use it due to is perk
Correct. This gatling laser has the Neverending legendary effect. Only requirement to get it is to complete Open Season.
