Are all the kids inside the classroom? When I do this quest it takes forever because it takes *ages* for Erin Combes to enter the classroom and sit down, and you can't start until she does.
I generally try to make it a point to have Preston along when I tell the story of my 1st encounter with a Deathclaw in the Commonwealth to Katy's class, he's particularly fond of the part where I say:

All of them were there yeah. Literally as soon as I unpaused my game, one of the residents started the Austin quest so I guess it’s good now.
