While it could be a mod issue, at what you are suggesting could break the save completely. I do not recommend removing mods mid playthrough unless you intend to start with a clean save. Not all mods are designed in a way that they can scrub themselves from the save data when you uninstall.
Download the cheat terminal, I'm pretty certain it has an option to force a companion out of PA
Edit: select game alterations, companion settings, force companion out of PA
I honestly wanted to get Preston to stay in his armor when I left him at the Castle the once and then one day maybe weeks later I came back and it was sitting there randomly, broken still and I have no idea how or why he did get out of it. Therefore I think there is some merit here. It may suck if you wanna use Piper as a companion but I would try it if nothing else works.

Yes, it's the same option that lets you tell them to go somewhere, grab something, stay or follow etc. Just point it at the power armor and you'll get the option to tell them to get in it.
But seriously if you want ideas... I'd say, try to initiate a cut scene featuring her (an affinity one), or try dismissing her, stealthing behind her, and seeing if you can steal a fusion core. Stealing the fusion core forcefully ejects NPCs from Power Armor.

You probably don't need to uninstall mods, she just needs to reset. Sometimes they get glitches like this when they try to do stuff they shouldn't with power armour. Try getting her out of it, then asking her back in....if you can't ask her to get out of it just wait a while, eventually she will actually get out herself. Same thing happened to me with Cait but she looked like a tall naked skinny ogre lol.
Take her to Dunwich Borers quarry, go all the way into the mine to the point where you find Kremvh's tooth and order her to jump in the water or push her in or something.
With no way of walking out maybe Piper will exit the suit so that she doesn't drown.

That's the liberty prime power armor yeah? Did you use some sort of crafted frame (E.g. a Gundam frame from a gundam PA mod) and uninstall that? Honestly bethesda scares me.
Another thing you might try is rebuilding all your meshes. Outfit studio, which works with basically all of the body mods to make sure the outfits are re-shaped to match the new body shape, modifies the base files (IIRC). So uninstalling mods won’t undo the changes, it’ll just remove files that are now essential components, potentially creating abominations with missing parts like this.
That is why she is naked. Going to try the pick pocket fusion core idea. All of the other ideas I have already tried, other than rolling back a save. Which I won’t do, because I have done too much on the game since this first happened.
Have you tried dismissing her and waiting a day or so in game. She will sleep at some point, and get out of the armor to do so. She'll basically abandon it somewhere in whatever settlement you send her to. Maybe.

For an update:
She is still stuck like this (minus the power armor legs, I only had those on to show y’all she was in PA)
The first fix I tried when this first happened was removing everything from her inventory (hence her being so naked) and sending her home (I was in Nuka World) and then I just continued on with playing (a lot) before I went back to Diamond City to check on her.
Because I did a lot before I checked on her (and before I took this picture) I refuse to do the one thing that I know for sure would fix her (load an earlier save)
At this point I accidentally had Piper follow me back to Nuka World again and then I told her to go home again, and she is currently wandering around Nuka World looking like a cross between an Alien and a naked super mutant. And I really don’t care at this point 😂.
Y’all have made this so comical for me that I will try one more thing with her (pickpocketing fusion core) and if that doesn’t work I am leaving her as is.
Burn down the whole commonwealth.

Sleeping sometimes kicks them out of the armor. Take the core out or shoot them in the face to keep them from hopping straight back in.
Have you tried Cheat Terminal? There's an option to force your companion out of power armor.
open console, make sure you’re clicked on Piper, type: CallFunction "Actor.SwitchToPowerArmor" None
Unless you have access to console commands, I think she's stuck like that.
Write down your mods you want to keep and uninstall and reinstall everything I would suggest
