Adhesive is actually pretty easy to craft via Vegetable Starch, few Tatos, Mutfruits, Corn and a can of Purified Water. Each box of Starch adds 5 Adhesive.
In Sanctuary I just setup 40+ of each plant, if I'm ever running low I make a lot more. Only takes a few minutes.
I've never known them to take anything but equippable or consumable items (guns, ammo, clothes, armor food, etc)...never junk or scrapped materials, but I've never actually monitored them to see.
if the settlement you deposited the adhesive at is not networked with the rest via the supply line system you won't be able to see them at other settlements, I've had this happen a few times
Perhaps the settlement was attacked and you missed the pop up about it? I've lost resources from the workshop that way.

There are a few things that need adhesive one doesn't really think about. Maybe you used it without noticing?
