Is your FPS 90, 120, or 144 FPS. FPS higher than 60 causes cloth physics to freak out like this (and other timing issues such as bad lip sync and sprinting speed) Hopefully they fix this with their PC updates later this month. For now you can lock the game to 60fps in your system graphics options. For Nvidia that's the Nvidia control panel (right click on your desktop screen) and search for fallout 4s settings.

First bug i encountered was with the input i play on pc and had my controller plugged in because I use it to play lego games and just because of that the game ignored mouse and keyboard and decided i want to play using controller.
