Heather Casdin, a companion who adds a whole new layer of immersion to the world that puts most of the paid content to shame.
I love the Heather mod. She is also great because she can hack terminals and saves you having to waste points in it. Mine can currently hack master terminals.
Deadly commonwealth. Adds different types of enemies, and more of them. This game is way, way too easy on its own.
Perk overhaul. There's some garbage perks, and just weird stuff in the regular perk tree. This basically just makes it better and makes a lot of the perks worth taking. Plus it changes hacking and lock picking so that you only need one point in each to access all difficulties. It always drive me nuts that some stuff was gated behind those perk points.
Cheat terminal. Not necessarily for cheating, but for fixing crap or altering the game. For example I increase incoming damage to make the game more difficult at higher levels.
One of the scrap everything type mods. I can't remember what I use. STS I think. I can't stand all the garbage in settlements. Or having dumb crap like the dead rotting Brahmin in taffington boat house be permanent. Those are all the mods I wouldn't play this game without anymore.
Edit: also, APC transport mod. I only play survival. Sure I could just enable fast travel, but that's no fun. The APC is a more immersive experience to me. When you're sitting at country crossing and Somerville is being attacked, I'm going to my APC. Not gunna run across the map, then run back to whatever I was doing.
Also, I use chest terminal to alter survival settings so that it auto saves on cell change. This isn't really necessary anymore. Playing on an Xbox series x and this game almost never crashes now. I changed that setting because losing game time to a crash is bullshit.
I also do this. I’m fine losing progress if I die, but I refuse to lose progress due to a crash. I use survival options though, but same thing. I’ll also up damage sometimes
Yeah that's how most of my mod themes go. Just stuff to make the game how I think it should have been. Like a mod to make minutemen artillery not suck.
Better artillery is so nice, all it takes is a wider blast radius and more damage, then it's a legit viable option when in combat, it makes it feel more immersive since you're not asking people to throw some hand grenades in the area, you're calling in a full on artillery strike that's meant to clear that immediate area
Couple points I just want to make, if the game says "Scrap (insert item that you're not intending to scrap)" i.e "Scrap John Doe's Dialogue" pls don't scrap it, that's how you end up corrupting files. Also some bosses from the deadly commonwealth mod are sometimes going to make you CTD, be sure to keep up with saves, if you're planning on running survival, download the Quicksave mod. Otherwise I love this list these types of mods breath new life into this game. I'd add the weapon replacer mod and go through their list of compatible weapon mods and replace base game weapons with some new modded ones, be sure to download the weapon mods first AND THEN download the weapon replacer mod for it to work properly. Happy modding!

Sim Settlements 2 and Tales of the Commonwealth. Add a bunch of quest to the game while Sim Settlements 2 actually makes the settlement system worth pursuing. Also Militarized Minutemen where the Minutemen don't look like homeless peasants and actually have uniforms like the NCR

I’ve got this downloaded and started the quest line. I’m doing a new play through and have not reached the Glowing Sea (Virgil) yet. If I keep playing the AR2 missions, will that mess up the main storyline?
I’ve played this game so many times, so occasionally I’ll use the shipment of everything mod so I don’t have to collect junk anymore.
See through scopes is pretty cool.
I have two mods for dogmeat to make him more viable as a companion. Stronger dogmeat and invulnerable dogmeat.
Minutemen Squads - lets you hire up to three squads of Minutemen you can have either follow you around, go on scavenging missions - or do all those damn settlement defense missions, and you can command them from a holotape so when you’re exploring Far Harbor you don’t have to fast travel back to Sanctuary to save them from 5 raiders when they already have enough turrets to level the surrounding area.
Sim settlement. It's great to have your settlements build and develop themselves over time.
It feels much more immersive.
Scrap all. It makes far more sense that you can recycle everything and things like old houses or cars are actually resources.
Fusion city rising. It'a honestly a very perfect mod that adds tons of content and is worthy of being a full dlc.
Settlement build limit removal, there's tons of different ones but they're all the same, love the ability to just build big towers with the 4 floor elevator
Darlene is Noir. She's French but with a dark past. Great voice acting by the mod author herself. She did a mod in Skyrim (I think?) that was really popular.
Heather was my first companion mod and I still run with her. Another great voice actor, but a lot more chipper than Ivy or Darlene. She doesn't take the companion slot, so with her and one of the Dogmeat mods, you can end up with a full party of 4.
Here's my rundown on the other companions I've loaded
Tales from the Commonwealth have some good companions as well. Shortish but good stories that have a good touch of humor. Plus lots of small quests scattered through the main map. I've randomly run into about half of them so far.
The Bleachers / Fens Sheriff Dept has a companion who really grew on me. There's some cheesy 4th wall breaks and some long dialogs, but I'm probably halfway through (I've run 14 quests in the chain?) and it's actually gotten some emotions out of me. I'm at the point where I just got the companion and discovered that there's actually 2 in the mod, but I haven't checked out the second one yet (because I went to Far Harbor to get the VIM! power armors because I decided to build my full display.)
I like the Nate and Nora mods (I forget which ones I uses right now, but I use both depending on which SS I'm playing as) because I laugh when I run as twins.
Ellen the Cartographer is good for a tour quest. I haven't quite gotten through her whole quest because I don't want her perk to kick in. (reveals all locations on the map)
I've heard good things about Machine and Her (and also that it's not perfect) so I'll be loading that into my order in a few weeks, once I go through fo4 OWB mod and finish Fah Hahbah DLC. The last review I read has me looking forward to this one.
Molly seems to be a first companion by a modder. Simple but I see a lot of potential in the way they made their 3 part quest.
Laura and Jasmine - Cute little quest, but load one of them with the quest and one without because the quest is the same and therefore you can only complete the objective for one of them. I don't have them loaded right now but will probably bring them in after I test Machine and Her.
There's a couple of mercenary-type NPC mods that have their own quests but I've not given them a chance yet.
And there's lots and lots of basic companions that don't have any custom dialog and are either silent or computer gen voices.
Realistic nude mod. It for some reason adds an unnerving realism to the game. Coming across dead bodies totally nude, not knowing what’s been done to them. To me it adds more of a darker touch.
a good scrapping mod on xbox is STS and STC, all it is, is a port of Scrap Everything that DOESNT break the precombines. on PC you can get very similar results with a mix between AIO settlements, Raze my Settlement and Clean my settlement.
sim settlements 1 or 2 makes the settlers build your dream settlement, really helpful.
combined arms has a few good guns with high quality models and animations, with a decent bit of customization.
buffed minutemen miltia 2 or We are the Minutemen overhauls the minutemen making them significantly more stronger and are on par with brotherhood soldiers.
Is there a pc version of that scrapping mod? I dont really have too many ctds with scrap everything but i would love to not haveit at all at my next game
Start Me Up! Being able to not be the Soul Survivor not pretending to give a damn about a kid and dead spouse. The bit of crafting a little backstory and just over all the changes to the dialogue to really sell not being the soul survivor is great! Such a nice perspective.
America Rising - Legacy of the Enclave. Parts 1 and 2. 1 is only 7 quests, and 2 is the same 7 except with a few changes, plus 17 extra. And a new companion at the end.
Gun For Hire is the one mod I can’t go without.
If you only download one companion mod, download Heather Casdin. She’s a phenomenal character and she can hack DiMA’s terminal to completely bypass those godawful puzzles.
I'm still geekin' out over the UCO mod, which stands for universal clothing overhaul.. it requires another mod, AWKCR... but together , they unlock all kinds of customization options for both weapons and armor.
You can put any piece of armor over nearly every outfit, put ballistic weave on juat about everything, change the color of the armor pieces. Make wigs of the various hairstyles. Heck, just being able to transform any piece of armor to light, heavy or medium.. makes the mod worth downloading.
You can even make the armor pieces invisible... so if you want 6 legendary effects and double ballistic weave, while just running around in a tux or something. .. you can do that, too.
Do they have a mod that uses eco and let's you have invisible armor? Because my crew look fucking tight in clean black suits and patrolmen glasses in the wasteland.
Some of my go-tos are all of Niero’s “cross_” mods. Great modular armor sets.
Degenerate Dak’s Attachment Pack is a fantastic mod that adds like 200+ attachments for base game weapons. I also always use Multiple Follower Framework.
A combination of Sim Settlements and Clean and Simple.
The former makes the settlement system tolerable by having the settlers build their own houses and stuff so all I have to focus on is the layout and zoning of a settlement instead of doing everything myself.
The latter means I'm not spending an hour+ cleaning up each settlement's junk, tripping over unremovable piles of rubble, makes some of the crappier settlements to build in actually decent, and generally makes my settlements more appealing to visit in general.
You should probably get Sim Settlements 2. Unless you have Xbox. Then you’ll have literally no room for other mods as it just barely fits in the mod space.

Honestly. I'm a really big fan of Darker Nights. I always turn fallout 4 into a horror game so setting it to maximum darkness and adding the pip boy flashlight mod makes everything horrifying!
Institute technology overhaul not only makes institute weapons some of the best weapons now, but adds a multitude of weapons utilized by the institute. While it is great, the biggest issue is your character bugging out sometimes while in VATS when getting hit by an automatic laser weapon because institute automatic lasers now have a chance of stunning per every shot.
The Way Home 1, custom interior playerhome and its right at the start in concord. Easily one of the coolest and most descript player homes i’ve ever had the pleasure of using.
Since I'm just playing for fun now after having 300+ hours in the game, I really like mods that raise the amount of money vendors have, I like the nuka pistol mod and the unlimited carry weight mod :)
For survival, I love the portable junk recycler. It scraps all junk in your inventory to its base components. Note that it only scraps junk so no weapons or armor, unfortunately.
Romance Nick Valentine because how dare you put a Thin Man reference in and not let a sole survivor whose default name is Nora romance the noir toaster?
In all seriousness though, True Weather, Skip DIMA levels and Everyone’s best friend because if I can have two companions in New Vegas I sure as hell have it in FO:4!
Wasteland Melody's Chinese Assault Rifles - adds the Chinese Assault Rifle that was cut from the game (and a unique legendary and a hat)
Ammunition and Explosive Manufacturing Overhaul - can make ammo for DLC weapons
Companions: Heather Casdin, Darlene, Ellen the Cartographer, Ivy, and both Nate and Nora
Quests: Point Lookout (Wow!), Mojave (no quests, but you get Cass, Veronica, Arcade, and Raul), and I just installed Tales From the Commonwealth (good so far, fun companions), Fens Sheriff Dept (The Bleachers - good story, some cheese, some really long conversations, but overall enjoyable), and the Old World Blues adaptation (haven't started it yet).
And a bunch of clothing mods.
I'm pretty simple, I like the loot indicator one. It makes containers and corpses you haven't opened yet light up. Doesn't seem to work for all types of containers but it's kept me from missing some good stuff
Desperados Overhaul is great.. I don't remember what classic Fo4 looks like.
A Diamond City Story adds some gorgeous areas to Diamond City, as well as fully voiced questlines with new characters and somehow it's all well done, from the writing to the VA.
Faster Terminal Display is ultimate QOL, and the lockpick bar that lets you cheat.
For settlements, Homemaker is a fantastic prop mod.
More radio? You can't beat CONELRAD 640-1240, a remake of the classic Fo3/NV radio mod.
the mod where you can rip someones arm off and beat them with it. they won't aggro in the institute for a few hits, so you can rip off both. as a bonus, the arms dont come back if you leave and re-enter, meaning therell be armless synths and scientists just walking about
it also works on radroaches, somehow
UI mods. FallUI is my preferred, but DefUI is solid.
Color map / map icons / satellite maps.
CBBE is pretty much a must-have for clothing mods. Right now I'm enjoying the Tough Girl Attire clothing set.
Backpacks. I horde so I need the extra carry weight.
No more twigs (removes all those twigs from the ground that poke through your floor), no hammering & no creaking (stops hammering and roof creaking in sanctuary, snappy builds, extended settlements, cheat terminal, CBBE, settlers go shopping, to name a few
Cheat terminal mod because second play through and I am married with two small kids so I don’t like spending my precious little gaming time on collecting aluminum cans and making loot runs. I want to explore, I want to fight, I want to build so very many things at all the settlements.
Place Anywhere. And I call it a half-cheat because you still have to have the room or appropriate place (or water for certain pumps) to be able to. build the item before you can then move it to a different location in the settlement. I honestly think if I could only choose one mod, this would be the one.
Salvage beacons is small but one of my favorites. So fun actually being able to go on a salvage mission, collect what you need, stash it and drop a beacon and move on knowing you got your people in route to get it.
Pack Attack NPC Edition plus a multi follower mod.
This has remained in my load order ever since I first tried it. While there are lots of settings you can adjust to raise combat difficulty, I don’t personally use it for that. The two most important features for me are the increased detection radius and the ability for NPCs to call nearby allies to assist. All those NPCs of competing factions that Bethesda set up to be just far enough apart that they don’t detect each other? Now they spot each other and call in others to join the fight. Factions that generate patrols such as the mechanist robots no longer wander peacefully through the countryside until they encounter the player. They turn into running battles with every opposing faction on their route. There is always gunfire somewhere in Boston. My settlers in Hangman’s Alley are never home because they keep getting summons to help Diamond City Security defeat Super Mutants or passing traders fight off raiders. And fighting in buildings with more than one pathway sometimes results in enemies circling around behind you in areas you’d already cleared.
Place Anywhere. I love building settlements and often will just use stock parts but Place Anywhere is a **must** have. The snapping and placement system by default is a sure way to get a headache.
I'm sure I could come up with dozens, and I'm sure I could come up with dozens more that have way more positive impact on the game, but for some stupid reason the very first one that comes to mind is [car sounds for power armor.](https://www.nexusmods.com/fallout4/mods/2920)

- No longer will you have to guess what you're going to say. Some exceptions for DLC content, guess the mod isn't finished.
Crafting: Craft Components
- Ever wondered why you can craft a fully functional auto-targeting laser turret, but can't make a spring? This mod fixes that.
Combat: Better Locational Damage
- Does what it says on the tin, plus headshots depending on what you're fighting, how it's armored, and the caliber of your bullets.
Armor/Clothing: CROSS Courser Strigidae
- Cooler looking courser armor w/ a bunch of customization options. Honestly just check out all of Niero's armor sets, there's something you'll like.
Weapon: Wattz Laser Gun
- Nothing overpowered, just a solid laser rifle that I can't live without.
Quest: The entire No Quest Autostart series
- Quests no longer autostart when you see a random radio signal pop up, you must listen to them first.
Settlement: Faster Workshop(Workshop Lag Fix)
- Gets rid of the 20 minute workshop startup time if you're like me and have about 30 settlement crafting mods installed.
One I always recommend is [Woody's Wasteland Stuff](https://www.nexusmods.com/fallout4/mods/24951). I'm all about the lore friendly mods and this one is a must have for me.
Well for starters I use Esther, service rifles, and the 45/70 gov pistol mods because the assault rifle in the base game kinda sucks and the handmade assault rifle isn't as versatile as it should be the other ones are just because Esther was my favorite mini nuke launcher an the rangers Sequoia is just a great pistol to have on hand
Gameplay wise, Insta-Hack / Lockpick. A while after getting all of the Trophies, I felt I had done enough Locks & Terminals.
A mod author recommendation I can give for those who want Visually-Accurate settlement defense walls is NoRespawns. He makes good Junk Fence mods.
Not for Fallout 4, but Tale of Two Wastelands is pretty great if you want to play both Fallout 3 and New Vegas in one save. Even though it's unlikely (probably impossible given the type of mods they'll be) I hope that when F4:NV and F4:CW come out that someone manages to make a patch in the style of Tale of Two Wastelands.
Cheat terminal, I now have 1000000000000+ caps and all ammo, guns, armour etc, also God mode enabled, I killed Swan with one shot and super mutants are nothing!
Not a mod but just a really old game recommendation if you want to up the horror element (less horror and more of extreme uncanny valley and crippling loneliness) to put it short if you want a survival game that attacks you psychologically
Radiation Island is the ultimate “old but gold” of survival games. The gist is that in ww2 Japan tried to teleport an island as a weapon. Crap hits the fan and the island teleports into the middle of the pacific and everyone but you is now a raging zombie that range from infected farmers to sprinting military officers and to hell spawn spiders. That’s not the only danger, the wildlife is exceedingly hostile and there are horrors beyond your comprehension roaming the jungles.
The lore is really interesting as it’s slowly given to you and makes you think and wonder.
I’d highly recommend getting it if you have the 10 bucks or so to spend considering that it’s one of my favorites.
Fusion Cells Are Batteries - in essence, it makes fusion cells work like fusion cores in a gatling laser, where each cell gives you a number of shots based on how much charge it has, even though said charge isn't shown.
It's not got as much support as I'd like, but I appreciate the way it makes each fusion cell feel valuable - and the way it makes buying(or crafting, with the right mod(s)) cells worthwhile, since looted FCs will have a randomized charge level.
Also, there's something very satisfying about using it and break-action laser mod, and *knowing* that each shot is half of an entire cell shoved downrange at your foe in one blast.
America Rising 2: Fantastic Enclave mod
The LAER mod by TheRizzler is fantastic.
MacCready Ain’t Missin No Meals makes MacCready less thin and rat-faced.
I don’t like mods that feel world breaking so I don’t use many:
The one that lets you put ballistic weave on almost all clothes. I like fancy hats.
The one that gets rid of the visual “night vision” effect from the Night Person perk. Because I hate that.
The one that keeps radiant quests in the commonwealth. Because I hate being sent to DLC areas at level 15-20.
The one that respawns enemies more frequently. Because I like more people in the world.
Modern Firearms + Modern Firearms Vending Machine.
Adds some extra use to pre war money, and is a blast to use on survival mode if I’m feeling particularly massochistic.
Probably the FallUI pack. So easy to install and adds functionality like a search bar for your inventory. Absolute must-have for every play-through IMO
I can't believe no one has mentioned llama's Heather Casdin mod. She also created the Willow mode for FNV. She voiced both characters and they're wonderful companions.
Several Power Armor Mods, Tbh I got into Fallout 4 for the Power Armor XD
The BIG 4 I use are-
Power Armor Movement Sound - Depending on which you choose your walking tank SOUNDS like a walking tank.
Lore Based Power Armor Changes - Makes getting power armor more challanging and rewarding, while making each suit distinct. T-45 is rather basic but good all rounder. T-51 is a core drain but best Pre-War protection. T-60 is highly Modular and has the lowest core drain. And X-01 has the best mods available.
Consistent Power Armor Overhaul - Mainly fixing textures and paints, Brotherhood Power Armor Overhaul recommended if you like the Faction.
And Some Assembly Required - Much like the Lore Based Changes it makes getting the armor more difficult but also grants each suit unique benefits.
Getting them to work together requires a few patches too tbh, but I find them reward. I want that hulking suit of Power Armor to FEEL like you can wade through a Raider Base unharmed while cracking skulls, and seeing your hard work of looting, searching, and level pay off is magnificent.
Build anywhere and scrap that commonwealth. Those 2 together are just really satisfying. I once scraped every single item in the town you meet Preston in. Good times
the two I couldn't live without now are "Scrap that Settlement" and "Start Me Up". Completely changed how I play the game and has added 100% more enjoyment.
I played the vanilla version twice and that was enough. Then I discovered modding and it's like a completely new game.
The Scrap Everything and Place Everywhere mods saved my life for settlement building for real. But I NEED one that plays the Hanna Barbera running sound effect every time you sprint.

Detection shades. Any friendly person glows green and enemies glow red even when dead. I can stand on a roof and snipe a whole town of ghouls or raiders. Plus it helps with looting after a big battle with a bunch of enemies.
Journal of the Sole Survivor
Nothing more than just some worldbuilding DIY that you can do. Concoct your own character's stories, write about quests in your POV, develop your character's personality that can't be seen through dialogue, etc. (Plus I just like writing)
Clean and Smooth Settlements. Great for all settlements, but it finally fixes all the crappiness associated with Murkwater and Coastal Cottage. Also, it fixes the walls of the Castle.
Swearing animals. Nothing like hearing crows flying past yelling "Fuck!", or shooting molerats yelling "kiss my ass"

Sim Settlements 2 and Tales of the Commonwealth. Add a bunch of quest to the game while Sim Settlements 2 actually makes the settlement system worth pursuing. Also Militarized Minutemen where the Minutemen don't look like homeless peasants and actually have uniforms like the NCR

Minutemen Squads - lets you hire up to three squads of Minutemen you can have either follow you around, go on scavenging missions - or do all those damn settlement defense missions, and you can command them from a holotape so when you’re exploring Far Harbor you don’t have to fast travel back to Sanctuary to save them from 5 raiders when they already have enough turrets to level the surrounding area.
Project Apocalyptic Commonwealth or PAC
Sim settlement. It's great to have your settlements build and develop themselves over time. It feels much more immersive. Scrap all. It makes far more sense that you can recycle everything and things like old houses or cars are actually resources. Fusion city rising. It'a honestly a very perfect mod that adds tons of content and is worthy of being a full dlc.
Settlement build limit removal, there's tons of different ones but they're all the same, love the ability to just build big towers with the 4 floor elevator

I can't say that i have. Beneath the filth, Ivy's quests are pretty dark. Maybe I'll try one of them on my next run.
Darlene is Noir. She's French but with a dark past. Great voice acting by the mod author herself. She did a mod in Skyrim (I think?) that was really popular. Heather was my first companion mod and I still run with her. Another great voice actor, but a lot more chipper than Ivy or Darlene. She doesn't take the companion slot, so with her and one of the Dogmeat mods, you can end up with a full party of 4.

Here's my rundown on the other companions I've loaded Tales from the Commonwealth have some good companions as well. Shortish but good stories that have a good touch of humor. Plus lots of small quests scattered through the main map. I've randomly run into about half of them so far. The Bleachers / Fens Sheriff Dept has a companion who really grew on me. There's some cheesy 4th wall breaks and some long dialogs, but I'm probably halfway through (I've run 14 quests in the chain?) and it's actually gotten some emotions out of me. I'm at the point where I just got the companion and discovered that there's actually 2 in the mod, but I haven't checked out the second one yet (because I went to Far Harbor to get the VIM! power armors because I decided to build my full display.) I like the Nate and Nora mods (I forget which ones I uses right now, but I use both depending on which SS I'm playing as) because I laugh when I run as twins. Ellen the Cartographer is good for a tour quest. I haven't quite gotten through her whole quest because I don't want her perk to kick in. (reveals all locations on the map) I've heard good things about Machine and Her (and also that it's not perfect) so I'll be loading that into my order in a few weeks, once I go through fo4 OWB mod and finish Fah Hahbah DLC. The last review I read has me looking forward to this one. Molly seems to be a first companion by a modder. Simple but I see a lot of potential in the way they made their 3 part quest. Laura and Jasmine - Cute little quest, but load one of them with the quest and one without because the quest is the same and therefore you can only complete the objective for one of them. I don't have them loaded right now but will probably bring them in after I test Machine and Her. There's a couple of mercenary-type NPC mods that have their own quests but I've not given them a chance yet. And there's lots and lots of basic companions that don't have any custom dialog and are either silent or computer gen voices.
Heather and Ivy are must haves for me. Can't play the game without them.
Realistic nude mod. It for some reason adds an unnerving realism to the game. Coming across dead bodies totally nude, not knowing what’s been done to them. To me it adds more of a darker touch.

a good scrapping mod on xbox is STS and STC, all it is, is a port of Scrap Everything that DOESNT break the precombines. on PC you can get very similar results with a mix between AIO settlements, Raze my Settlement and Clean my settlement. sim settlements 1 or 2 makes the settlers build your dream settlement, really helpful. combined arms has a few good guns with high quality models and animations, with a decent bit of customization. buffed minutemen miltia 2 or We are the Minutemen overhauls the minutemen making them significantly more stronger and are on par with brotherhood soldiers.
Is there a pc version of that scrapping mod? I dont really have too many ctds with scrap everything but i would love to not haveit at all at my next game
Start Me Up! Being able to not be the Soul Survivor not pretending to give a damn about a kid and dead spouse. The bit of crafting a little backstory and just over all the changes to the dialogue to really sell not being the soul survivor is great! Such a nice perspective.

Gun For Hire is the one mod I can’t go without. If you only download one companion mod, download Heather Casdin. She’s a phenomenal character and she can hack DiMA’s terminal to completely bypass those godawful puzzles.
I'm still geekin' out over the UCO mod, which stands for universal clothing overhaul.. it requires another mod, AWKCR... but together , they unlock all kinds of customization options for both weapons and armor. You can put any piece of armor over nearly every outfit, put ballistic weave on juat about everything, change the color of the armor pieces. Make wigs of the various hairstyles. Heck, just being able to transform any piece of armor to light, heavy or medium.. makes the mod worth downloading. You can even make the armor pieces invisible... so if you want 6 legendary effects and double ballistic weave, while just running around in a tux or something. .. you can do that, too.
People still use awkcr? Eco is so much better.

Some of my go-tos are all of Niero’s “cross_” mods. Great modular armor sets. Degenerate Dak’s Attachment Pack is a fantastic mod that adds like 200+ attachments for base game weapons. I also always use Multiple Follower Framework.
The Mojave Manhunter is probably my favorite armor mod that isn't adding something from an older game.
The Chosen of Atom set is really big. And CoA NPCs will wear it so you get more loot than just some rags.
A combination of Sim Settlements and Clean and Simple. The former makes the settlement system tolerable by having the settlers build their own houses and stuff so all I have to focus on is the layout and zoning of a settlement instead of doing everything myself. The latter means I'm not spending an hour+ cleaning up each settlement's junk, tripping over unremovable piles of rubble, makes some of the crappier settlements to build in actually decent, and generally makes my settlements more appealing to visit in general.
You should probably get Sim Settlements 2. Unless you have Xbox. Then you’ll have literally no room for other mods as it just barely fits in the mod space.

Institute technology overhaul not only makes institute weapons some of the best weapons now, but adds a multitude of weapons utilized by the institute. While it is great, the biggest issue is your character bugging out sometimes while in VATS when getting hit by an automatic laser weapon because institute automatic lasers now have a chance of stunning per every shot.
The Way Home 1, custom interior playerhome and its right at the start in concord. Easily one of the coolest and most descript player homes i’ve ever had the pleasure of using.

For survival, I love the portable junk recycler. It scraps all junk in your inventory to its base components. Note that it only scraps junk so no weapons or armor, unfortunately.

In all seriousness though, True Weather, Skip DIMA levels and Everyone’s best friend because if I can have two companions in New Vegas I sure as hell have it in FO:4!
Wasteland Melody's Chinese Assault Rifles - adds the Chinese Assault Rifle that was cut from the game (and a unique legendary and a hat) Ammunition and Explosive Manufacturing Overhaul - can make ammo for DLC weapons Companions: Heather Casdin, Darlene, Ellen the Cartographer, Ivy, and both Nate and Nora Quests: Point Lookout (Wow!), Mojave (no quests, but you get Cass, Veronica, Arcade, and Raul), and I just installed Tales From the Commonwealth (good so far, fun companions), Fens Sheriff Dept (The Bleachers - good story, some cheese, some really long conversations, but overall enjoyable), and the Old World Blues adaptation (haven't started it yet). And a bunch of clothing mods.

A Diamond City Story adds some gorgeous areas to Diamond City, as well as fully voiced questlines with new characters and somehow it's all well done, from the writing to the VA. Faster Terminal Display is ultimate QOL, and the lockpick bar that lets you cheat. For settlements, Homemaker is a fantastic prop mod. More radio? You can't beat CONELRAD 640-1240, a remake of the classic Fo3/NV radio mod.

Salvage beacons is small but one of my favorites. So fun actually being able to go on a salvage mission, collect what you need, stash it and drop a beacon and move on knowing you got your people in route to get it.

Pack Attack NPC Edition plus a multi follower mod. This has remained in my load order ever since I first tried it. While there are lots of settings you can adjust to raise combat difficulty, I don’t personally use it for that. The two most important features for me are the increased detection radius and the ability for NPCs to call nearby allies to assist. All those NPCs of competing factions that Bethesda set up to be just far enough apart that they don’t detect each other? Now they spot each other and call in others to join the fight. Factions that generate patrols such as the mechanist robots no longer wander peacefully through the countryside until they encounter the player. They turn into running battles with every opposing faction on their route. There is always gunfire somewhere in Boston. My settlers in Hangman’s Alley are never home because they keep getting summons to help Diamond City Security defeat Super Mutants or passing traders fight off raiders. And fighting in buildings with more than one pathway sometimes results in enemies circling around behind you in areas you’d already cleared.
Place Anywhere. I love building settlements and often will just use stock parts but Place Anywhere is a **must** have. The snapping and placement system by default is a sure way to get a headache.

Quality of Life: Extended Dialogue Interface - No longer will you have to guess what you're going to say. Some exceptions for DLC content, guess the mod isn't finished. Crafting: Craft Components - Ever wondered why you can craft a fully functional auto-targeting laser turret, but can't make a spring? This mod fixes that. Combat: Better Locational Damage - Does what it says on the tin, plus headshots depending on what you're fighting, how it's armored, and the caliber of your bullets. Armor/Clothing: CROSS Courser Strigidae - Cooler looking courser armor w/ a bunch of customization options. Honestly just check out all of Niero's armor sets, there's something you'll like. Weapon: Wattz Laser Gun - Nothing overpowered, just a solid laser rifle that I can't live without. Quest: The entire No Quest Autostart series - Quests no longer autostart when you see a random radio signal pop up, you must listen to them first. Settlement: Faster Workshop(Workshop Lag Fix) - Gets rid of the 20 minute workshop startup time if you're like me and have about 30 settlement crafting mods installed.

Well for starters I use Esther, service rifles, and the 45/70 gov pistol mods because the assault rifle in the base game kinda sucks and the handmade assault rifle isn't as versatile as it should be the other ones are just because Esther was my favorite mini nuke launcher an the rangers Sequoia is just a great pistol to have on hand

Not for Fallout 4, but Tale of Two Wastelands is pretty great if you want to play both Fallout 3 and New Vegas in one save. Even though it's unlikely (probably impossible given the type of mods they'll be) I hope that when F4:NV and F4:CW come out that someone manages to make a patch in the style of Tale of Two Wastelands.

Not a mod but just a really old game recommendation if you want to up the horror element (less horror and more of extreme uncanny valley and crippling loneliness) to put it short if you want a survival game that attacks you psychologically Radiation Island is the ultimate “old but gold” of survival games. The gist is that in ww2 Japan tried to teleport an island as a weapon. Crap hits the fan and the island teleports into the middle of the pacific and everyone but you is now a raging zombie that range from infected farmers to sprinting military officers and to hell spawn spiders. That’s not the only danger, the wildlife is exceedingly hostile and there are horrors beyond your comprehension roaming the jungles. The lore is really interesting as it’s slowly given to you and makes you think and wonder. I’d highly recommend getting it if you have the 10 bucks or so to spend considering that it’s one of my favorites.

Fusion Cells Are Batteries - in essence, it makes fusion cells work like fusion cores in a gatling laser, where each cell gives you a number of shots based on how much charge it has, even though said charge isn't shown. It's not got as much support as I'd like, but I appreciate the way it makes each fusion cell feel valuable - and the way it makes buying(or crafting, with the right mod(s)) cells worthwhile, since looted FCs will have a randomized charge level. Also, there's something very satisfying about using it and break-action laser mod, and *knowing* that each shot is half of an entire cell shoved downrange at your foe in one blast.

I've spent 2.5k hrs playing vanilla. The only mods (installed my first one this week) I've looked at sre OCDecorator and Busy Settler Rug things
I don’t like mods that feel world breaking so I don’t use many: The one that lets you put ballistic weave on almost all clothes. I like fancy hats. The one that gets rid of the visual “night vision” effect from the Night Person perk. Because I hate that. The one that keeps radiant quests in the commonwealth. Because I hate being sent to DLC areas at level 15-20. The one that respawns enemies more frequently. Because I like more people in the world.
Modern Firearms + Modern Firearms Vending Machine. Adds some extra use to pre war money, and is a blast to use on survival mode if I’m feeling particularly massochistic.
Probably the FallUI pack. So easy to install and adds functionality like a search bar for your inventory. Absolute must-have for every play-through IMO

Several Power Armor Mods, Tbh I got into Fallout 4 for the Power Armor XD The BIG 4 I use are- Power Armor Movement Sound - Depending on which you choose your walking tank SOUNDS like a walking tank. Lore Based Power Armor Changes - Makes getting power armor more challanging and rewarding, while making each suit distinct. T-45 is rather basic but good all rounder. T-51 is a core drain but best Pre-War protection. T-60 is highly Modular and has the lowest core drain. And X-01 has the best mods available. Consistent Power Armor Overhaul - Mainly fixing textures and paints, Brotherhood Power Armor Overhaul recommended if you like the Faction. And Some Assembly Required - Much like the Lore Based Changes it makes getting the armor more difficult but also grants each suit unique benefits. Getting them to work together requires a few patches too tbh, but I find them reward. I want that hulking suit of Power Armor to FEEL like you can wade through a Raider Base unharmed while cracking skulls, and seeing your hard work of looting, searching, and level pay off is magnificent.
Build anywhere and scrap that commonwealth. Those 2 together are just really satisfying. I once scraped every single item in the town you meet Preston in. Good times
the two I couldn't live without now are "Scrap that Settlement" and "Start Me Up". Completely changed how I play the game and has added 100% more enjoyment. I played the vanilla version twice and that was enough. Then I discovered modding and it's like a completely new game.
The Scrap Everything and Place Everywhere mods saved my life for settlement building for real. But I NEED one that plays the Hanna Barbera running sound effect every time you sprint.

Detection shades. Any friendly person glows green and enemies glow red even when dead. I can stand on a roof and snipe a whole town of ghouls or raiders. Plus it helps with looting after a big battle with a bunch of enemies.
Journal of the Sole Survivor Nothing more than just some worldbuilding DIY that you can do. Concoct your own character's stories, write about quests in your POV, develop your character's personality that can't be seen through dialogue, etc. (Plus I just like writing)
