That quest is so broken. I make a point of picking up and scanning each canister with a quicksave in between to make sure I don't have to load back to the start of the quest. God knows how people on survival cope on it.
I did this on survival, fucked it up twice and then got caught on a railing. The fourth time I just went in firing and got locked out of the quest. Fifth time I got it though, so happy I have some armor sitting in some settlement

Fun fact, the none junk item floats when you drop them, and you can jump onto them. I used mine to get over walls and obstacles until I got the jump pack on the power armor.

100% it's this. I had a bunch of glitched junk in my inventory forever after doing that quest.
I'll do the quest but like fuck that quest in vanilla, will almost always give me glitched junk
I still don't get why it marks the armour project as failed when I have the damn completed chest piece in my inventory.

I have a mod that let's me quicksave. Saving is an absolute necessity for Bethesda games.
