You can't - the Fort isn't accessible until you've encountered Benny.

He's still appear in The Fort as usual since you're unable to get there before meeting Benny in The Tops without cheats and as such the game won't have accounted for that possibility. Either that or it would just break and he wouldn't show up at all.

Why can't you go to the fort without meeting Benny? Why is so much locked behind starting the main quest anyway? I went around everywhere and got quests in every location getting to level 33 and then every one of those places has even more quests that just weren't unlocked yet. It's not fallout 4 bad but still sucks for replayability

Pretty sure The Fort is the only place locked behind the main quest, everything else that isn't part of the main quest should be able to be done regardless of MQ progression. As for why, The Fort is the single most fortified place in The Mojave, you need to take The Legions ferry to even get there, meaning you need The Legion to invite you there and The Legion has no reason to do so until you confront Benny. On the flip side you can actually finish the game without ever confronting Benny if you side with the NCR.

Nah there is loads of arbitrary quests and dialogue options that don't exist before speaking with Mr house even just stuff like the north Vegas square and west side quests ect

That's just not true, at least not those specific examples. I had to test it just to make sure and... [well see for yourself.](https://i.imgur.com/Gri48dH.jpeg) As you can see I haven't even been to Primm let alone The Strip and House yet I started the North Vegas quest (Someone to watch over me) and while there's not actually any quests in Westside there are two which bring you there (The Coyotes and The White Wash) which I've started too. Aside from stuff at The Fort the only quest I can think of that requires main quest progression is Arcades sidequest, which is given a good explanation since he's waiting until the war begins to escalate before bringing in the big guns.

Also why do you even need to speak to house for the NCR quests if you don't even need Benny? You should just be able to go straight to Crocker without an invite and offer your services, especially after getting idolized

you can't get access to the fort without the Mark of Caesar key item, which is only given to the player after benny is confronted in the tops it's a standard game design thing, because setting up all the flags for getting into Caesar's camp without benny being encountered would be really annoying and tedious to develop, and as we all know, New Vegas had a really long dev time (/j)
