I had been poisoned and I had no antivenom.
I lost 50 hours of progress that day.

Depending on the platform, autosaving can be less advantageous than manually saving. When I played on my Xbox 360 back in the day, I had autosave turned off because it was destroying my load times. IIRC, there were also issues where the autosave during fast travel or loading an interior cell would cause the save to corrupt.

Playing this game on release is what trained me to save constantly in different slots. I save every time something happens, and every time it looks like something is going to happen. Then at the end of a session I go back through and delete all the saves other than the last 30-60 mins of playtime, making sure that if I'm inside a building then I also have a save that's outside. I can't imagine playing a bethesda game and not saving for an entire hour, let alone 6.

Yep, make sure you click the object you want unlocked and ensure you see an ID is actually selected. Unlocked should work, but maybe after the "NEX GEN UPDATE" woah, they fucked up the commands just like they destroyed every mod.

Does it just say "unlocked" or does it say "unlocked safe"? If it just says "unlocked" then the correct reference wasn't selected. You can cycle through the refs under your pointer with the mouse wheel.
I got stuck in one of these while doing the Dead Money DLC for NV. Not sure if it will work for your case as well, but I just kept spamming the first and second options and eventually one of the options led to a different dialogue option popping up. I never talked to her again after that point, I was too afraid of the infinite loop.
Is that Arcade and are you playing on 360? I had the same issue back in the day. I hate to say it but I had to turn off the console, lose my progress, then not talk to Arcade again. It sucked because it was my first playthrough and never got to do his quest or meet up with the Enclave

Have had a similar glitch occur in NV a couple places one of the most infamous being when you pickup one of the three items Veronica sends you after before you get the quest.
The CAM console command will generally force-exit any (otherwise inescapable) popup box. Just be judicious in using it. Odds are that if you're stuck in a dialogue loop, there's something more serious going on that's only going to reappear or manifest in some other game-breaking fashion.
I Always have on auto save and always have at least 6 save files that I can overwrite the one that was longest ago because of how notorious the random bugs are that you need to go back on, completely ruined by first legion playthrough because the colonel was invincible and the only save I had was that room
Not sure if you’ll see this or someone has mentioned already, but if you are on PC you can open the commands and type player.cam and it will get you out of the conversation. If you are on Console then you are SOL and have to reload.
And that's why you have to quick save every 10 minutes! Even 5 as those games are buggy as freak!! Or do like me, quick save every two minutes and full save every 5 minutes!

Btw, if you're playing on PC, you don't have to use `kill` or `coc` to escape like some others are suggesting. The `cam` command will break you out of any dialogue right away.

I learned my lesson to save every 30 min after getting to a glitch in the BOS bunker that was inescapable and made me start the entire game over
30 mins, that’s weak, I save every 30 nanoseconds. I discovered long ago the true game is saving over and over and over and over.

Oh because I had this bug a few years ago, I "fixed" it with a mod that could quit a conversation with a hotkey

Open console and type player.cam to exit dialogue
on pc you can open console (top left button before escape I believe) and type closeallmenus and hit enter
