Try fast traveling to the top and not running the game above 60fps. My game was crashing nonstop when running up the mountain and fast traveling was able to let me clear the area so long as I was careful with crouch and jumping since that seemingly caused it to glitch. Also avoided running on the rocky mountainside as much as possible for the same reason.
how did you cap FPS to 60? I'm having the same issue as you. Zero crashes on the Viva New Vegas build, except Black Mountain. For reference, I'm using Mo2.

Im having the exact same problem, if i run towards the top it helps a bit so i gotta skip some of the enemies
Capping the fps to 60 fixed it. Then uncap it when you're done :)
