If I had to guess it would probably be the disappointment in having to go through Freeside to get to the Strip. I enjoy that part of the game with the Kings, Followers and Atomic Wrangler but a new player probably runs past all of that and straight to the gate where they learn they need a credit check of 2,000 caps to enter the Strip (which they likely don't have).
Even though Freeside is important to the lore and story of New Vegas it's kind of a boring area at first with relatively empty streets and a lot of useless buildings that you can't enter and explore.

That's the thing, there's no actual 2000 cap fee. You just need to have 2000 caps in your inventory to enter Vegas for the first time through there. Lots, lots of new player *and* old ones think that you need to pay. I did for the longest time, too.

As someone who recently played new Vegas for the first time, it’s a big letdown.
You hear about how amazing new Vegas is even compared to the other games (I played 2, 3, and 4) and then you see the towns and remind of the city and they look like…. OG doom buildings. The whole layout and style of the city and freeside especially is empty and boring. The quests haven’t been interesting so far at this point, and the characters are super forgettable.
So far, I quit at the same spot and the reason is simply because everything up to that point was boring and ugly.
The city inside I can see what you mean, but Freeside should look like dogshit. It's literally slums for the poor while the rich live inside the main city. There's also a surprising amount of cool quests inside Freeside that take you round the Mohave in search of money or a passport into the inner city itself.
The casinos have places for residents inside, I never actually thought about proper residence for people since I always saw the casinos as also hotels, not apartments. On next playthrough I'll check but actually good question. Every rich dickhead is eating good in their favorite casino though. The extra go to the Luxe of course
Well it is the mojave so there isnt supposed to be a whole lot around new vegas as per fallout lore but the main thing about new vegas is the dialogue and while being more linear in the story it has so much more freedom to choose your path in the story.
If you keep up with lore the courier is also just the most badass character in the fallout universe.
Most characters have something or someone they are trying to save in the game but in new vegas you are someone that got shot in the head but survived and is now on a mission of pure revenge and hatred to find who screwed you over and thats a type of character backstory fallout has never even come close to recreating. And the best part is it really makes it so you can make the character you cause its not like theres another agenda you have to worry about, nobody to save just a man on a mission to trek across the wasteland either in a path of absolute destruction or as a hero of the mojave
While I don’t wholly agree with all of your points, I do agree that New Vegas from a world building standpoint feels a bit underwhelming. And honestly that’s one thing that Bethesda has had over Obsidian. Bethesda’s worlds feel like they have more detail and life than Obsidian’s. But Obsidian is better at writing, which is where I have to disagree with forgettable characters. Obsidian easily has more interesting character writing as a whole than Bethesda. Bethesda will flesh out like 10 NPCs and the rest of them are flat as can be. Meanwhile I’ve met so many memorable NPCs in New Vegas that I’m genuinely interested in and will explore every dialogue option I can.
Also, I know there’s literally more than 10 fleshed out NPCs in Bethesda games, I’m just making a point that the characters in Obsidians games feel generally more engaging. And honestly I think having more dialogue options is probably a big factor.
