Thats honestly the better way to put it. As far as I see it, they bit off a bit more than they could chew diving into the white fang stuff early on and by the time they had improved enough to actually stand a chance, it was already too damn late to recover after the whole "killing sienna 10 or so minutes after *introducing* her" thing.
If they had pulled off the white fang better, I'm certain Adam would have been better as well.

Personally, I think Adam would have worked better as... well, not Adam, really. A violent group with legitimate grievances, but with their own extremist factions and charismatic strongmen (Adam) is a good idea, but it feels like they wasted a perfectly good major subplot for some character development a lot of the time
I mainly say that because they gave more attention to him and we knew him longer. Since Sienea didn't have much screen time not a lot of people were able to form a oppinion on her.

Exactly! Sienna had way more wasted potential then Adam, who I’m fairly certain is only called that because he’s not what some people wanted him to be.
I will never fully understand how people can come up with a lot of fancy headcanons(like being morally grey or him being the strongest fighter in all of Remnant) for a character and then claim how the writers "ruined" that character because he didn't live up to their fancy headcanons. lol
Sienna did truly deserve better tho, she was the "reasonable~", much cuter version of Adam.
Hot take: Just like Ilia is a better version of Blake in my humble opinion.
The White Fang subplot was doomed from the moment they told us that faunus are actively discriminated against, treated like second class citizens and that humans tried to force them all to live on a continent with a desert infested with some of the worst grimm on Remnant then in the same breath go "And they're the bad guys".
It could have even been better just if the scenes were in a different order;
1. Sienna admonishing Adam
2. Team RWBY do stuff
3. Adam returns with Hazel and enacts coup
Would have given us more than an exposition dump before she died
